Have a 2006 Mazda 3, ecu went out, bought a refurbished unit from flagship. After instillation tried to have the keys reprogrammed. Locksmith was unable to reset parameters to 100%. We have power, just acts like the starter will not engage

If he couldn't reset it 100%, then it's just plain not going to work. You may have to get it towed to the stealership.

Are you sure you matched the part number on your PCM to the last digit? Because even one number off, and it could be the wrong thing.
