Question Need help with Mazda 3

My son's 2005 Mazda3 has had the engine and transmission replaced... now when driving the rpms will shoot up to 6000... will stop as soon as you tap the brakes but don't want to damage anything by continuing to drive it... Neither the place that did the transmission or the ones that replaced the engine can figure out what is wrong.... Any ideas?

No, they can't get it to do it when it is hooked up to the machine only when they are driving it....
