What do I do? got hit by a rented car... driver is from France...

So basically driving the hwy.. waiting in stoplight and hear this thump.. and look back and some rear ended me.. .he comes out and straight up says "nothing is wrong".. i look closer and my license plate area has crack and lights in middle are dangling (though you have to get close to see).. i explain to him that there's a crack and that i take good care of my car so i know something's wrong.. he tells me he takes good care of his car etc... also... but realize it's a rental car.... (so two bogus claims..).. he's from san francisco with only france ID and drove all the way to seattle and it was stressful cause it took me 1hr to get all this stuff situated... Problem is this... he has no driver's license (only france driver's id)... budget receipts and local branch ( i too much info i possibly could)... i have to call budget tomorrow as it was closed but if this guy's not insured or budget isn't gonna cover the cost... what options do i have? he's gonna be in washington state couple days.. and after that he's probally going somewhere up north .... i was thinking of having cops come and right a police report but i don't know if that was right thing or not... He seemed like nice person afterwards and complied to everything but nice guy images sometimes aren't really that.. I know bumper is gonna cost 600+

i wouldve gotten the police report, that way everything wouldve been documented and no one could say otherwise.

You're fucked. You have to call the cops at the scene of the accident 99.9% of the time. Now it's word vs. word since they can't be on the scene.

Well, hopefully you'll get rear-ended again soon by someone else, and hopefully they don't have Allstate insurance, and hopefully they don't notice the pre-existing damage. Because yeah, that's the only way your getting this fixed short of paying out of pocket.

But in his defense (slightly), calling the cops won't help you, in some areas cops refuse to take a police report call. Regardless, a 911 call could've saved you from that mess.

And there is exactly your problem!! You have zero evidence he ever hit you. I could back in to a pole, then call a random rental agency and make the claim you did.

+1. Ever try calling 911 in Los Angeles for a non-life-threatening accident report request? You get last priority and will probably be waiting there for a few hours. It's faster/more efficient to take info, photos, and have the at-fault person sign a statement saying they were at fault (this is assuming the person that hit you is complainant). Of course, it depends where you are. Over here, you'd be out of your mind not to call the police since nothing ever happens here anyway.

Always worthwhile to try to call the police unless you personally know the person at fault (example, in high school one of the guys on the track team with me rear ended me, didn't bother to call the cops especially considering the 2 extra witnesses).

With something like this especially I would have called the police since he didn't have a state driver's license that you could have written down and tracked to him. Its certainly not illegal to rent a car with a foreign driver's ID, but it'll do you dick all tracking it down.

You might have a chance, but don't bet on it. Though budget is probably going to be very interested to know that their car probably has some damage to it.
