parking ticket help!

before i start, some of you might just say "just pay the damn thing", but i thought itd be worth a shot to ask you guys for some help.
now, i live in a campus apartment near my university. its just called a campus apartment, but actually off campus.
we're supposed to register the car's license plates online to park here.
i just bought my mazda3 hatch a month ago, and had to register the VIN number online, because i had no license plate.
i received my plates about 2 weeks ago and put them on at home.
then i came to my apartment and parked my car.
of course, i forget to register my plates online, so it was just my VIN number registered.
and guess what happens the next day. i see a parking ticket on my windshield.
ok, i know it was my fault for not registering my license plates for parking, but i had the VIN number and registration from the dealer on the windshield. (the one they put on when you buy the car), which obviously screams out NEW CAR!!!
I emailed my appeal, explained what happend, and instead of 50 dollars, which was the original fine, they said, "we can't dismiss the parking ticket, but we'll let you just pay 40"
wow, ten f***ing bucks.
should i go for the second appeal process or just pay the damn thing?
i really don't think it was fair for me to get a ticket, plus $40 is a LOT for me


EDIT - ive asked my friends and they said that a lot people got ticketed for the same thing, but got dismissed with it after they sent in an appeal.

If I failed to comply with a policy and was fined, I would pay the fine. Apartment parking can be tight, I'd appreciate them ensuring it's kept to residents only and ticking cars that don't belong. They're just doing their job.

it says
"If you have a valid permit but forgot to display it, your first ticket (one time only!) may be cancelled. Your appeal must be made within 21 days."
in my schools parking website.
shouldn't this be the case where it should be cancelled?

Well, which is it. You failed to display the permit or you failed to register your license plate?

well, i need a parking permit in order to register my car for parking.
so that would mean i DO have a valid permit, because i can register my car to park right?

So just to check.
-You got the car a month ago and registered the VIN
-You got your plates two weeks ago, installed them
-The next day (after installing the plates) you got a ticket for not being registered
-You appealed (sometime in the last two weeks) and got a F#@k You response

Assuming that's correct then your car was parked there for two weeks without a problem with the VIN being registered. Did they give you a permit to put in the car at that point? If so did you have it in the car? If they did give you a permit by your VIN I don't see why it would become void as soon as you got new plates..... I mean the VIN is still the same. Also if you had a permit (displayed or not) the rule you quoted should cover you. I would discuss with them in a calm manner about why your car was suddenly unregistered with them, and point out that you had the plates for less than 24 hours when you were ticketed. All that being said they're their rules and they'll probably do whatever they can to get money out of you. As to them not being able to dismiss the parking ticket..... it's not a warrant, it's a college parking ticket. Of course they can dismiss it. Oh, last question. Have you had any other tickets on campus?

everything you said was correct, but there is no actual permit.
so basiacally, the car (the license plate number, if no license plate number then VIN) needs to be registered online.

what happened was, i put my plates on, the parking guy sees that the license plate was not registed with the computer
and without checking my VIN to see if it was registered, gave me a ticket.

I had one other parking ticket when I was dorming last year.
I had to bring my car for a week, but the parking was 200 a quarter (can't get weekly, daily, permits)
so I had to pay for the ticket.
