not racist. It's a media outlet targeted towards a specific demographic, defined by skin color. If Cable Company X carried White Channel or BET but refused to carry the other one, THAT'S racism.
Personally, I think White Channel would fail miserably for being too broad. BET may target "blacks", but black culture in the US is pretty well defined. Even allowing for the regional differences that separate, for example, the LA black community from the NY black community, there is still a somewhat definable "black community" based on art, language, etc. Personally, I think that the media outlets that target this community are hugely responsible for the creation, definition, and continued limitation thereof, but that's neither here nor there.
Contrast that with "White People", who really don't exist as any actual identifiable marketable culture. And if you try to define said culture as "educated and well-off", which is a marketers dream demo, then you would be both wrong and accused of racism.
The truth is that people run the gamut from illiterate fuckwad to brilliant PhD in both groups. I know plenty of black people on both ends of that spectrum, and while some of them have rather broad interests in art and music, most of them prefer or enjoy things that we would label as "black", even bordering on stereotypical. The only thing every white person I know has in common is that we like to clap our hands when we dance for some stupid reason.
