OMG it's a bomb!!! No... wait, it's just an LED cartoon character

Can anyone explain to me how this:

could cause a bomb scare??? I mean, I know when I see a little panel with a cartoon character made of out LEDs, the first thing I think is "Holy shit, the terrorists are back!"

It's pretty pathetic, but I think the "perpetrators" handled themselves with class:

This was big news in the Northeast. It was covered heavily here in NH as well on the news. These guys were just plain dumb. It wasn't the fact that the led characters made people nervous, it was how the items looked. Some of them had wires hanging from them, which made them look like suspicious devices. Also, the planting spots of these devices were somewhat suspicious as well. (Under bridges etc).
Turner Broadcasting released an apology in the Boston Globe shortly after, and said it will pay damages to the City of Boston for dispatching its bomb squads and emergency personnel. Damages are estimated to be over 1 million dollars. They had to shut down parts of the city to make sure things were safe before they could let people come back to those areas.
It was just a publicity stunt gone wrong. Very wrong. Turner Broadcasting should have notified the cities that this was happening in, to make sure that it would be ok to do so beforehand.
The thing that gets me though, is that these devices were in place for about 2 weeks before anyone noticed them.
