I was an AT&T wireless customer when they sold that part a couple of years ago. Cingular bought the towers/network to enhance things on thier end and pick up coverage areas that were sparse. SunCom bought the customer base. So I became a SunCom customer. My service declined to the point where I got the State Attourney General's office involved and got out of my contract sans penalty and moved to Cingular. Basically since the sell, Cingular has developed and improved the network with money that AT&T didn't have at the time. Now that they have done all the work AT&T has bought them, the updated network and a plethora of customers. So really they saved some money and effort on developing and improving thier network by letting Cingular take that portion over.
