Step or two above citizen's arrest, I believe. They do minor stuff, it's not like they go after axe murderers or anything

not really. "bounty hunting" is regulated at the state level, and in most states you simply fill out a form and pay a fee.

they have no powers of arrest over anyone, except those people for whom they have paid a bond.

yeah, but that's really not because the person is a "bounty hunter." When a bail bondsman pays your bail to get you out of jail, you enter into a contractual relationship with that person and agree that if you don't show up for court, and thus cost that person the bond they put up for your crooked ass, that they can come get you.

So the bounty hunter either is, or works for, a bail bondsman. They aren't actually out collecting bounties on people (normally). If they go charging into a home looking for you, but it's not your place and you aren't there, then they can get into some deep, deep shit. In some states, they have to have the police actually execute the search.

Then there are people who go after wanted criminals for the reward money, although this is generally discouraged by the cops and I've heard cases of rewards not being paid when someone apprehends the suspect by themselves without calling the cops. In this case, they generally don't have any rights to invade someone's private property, as they have no business being there in the first place.

well, bounty hunting is illegal in Mexico, Dog knew that (or should have known that) and did it anyway. And then, when the Mexicans ordered him to hand over Luster, they didn't. If they throw him in jail, he deserves it.
