Paint shop computer Program. Need the info

What is a good computer program for redesigning pictures. I think I spelled that wrong. I want something that I can create with. Like take a picture and cut images from it and paste to another picture. Is there such a thing? HELP

Google "Adobe Photoshop Elements." Its a less expensive version of Adobe Photoshop that won't cost you two arms and a leg and will get the job done. Another choice is to Google free picture editing programs and try out a few, but nothing beats Adobe, that is fact.

Any of the editing programs will do the job - with varying degrees of ease and success. Adobe Photoshop and Corel are two of the industry leaders. However, you need to be a professional with a PHD and use them daily to get familiar with all the options and tricks. With Adobe Photoshop Elements, you get all the stuff you need in an afforable, more friendly version. There's a reason why Photoshop has become the generic way of saying Fix this picture. I have both the monster version and Elements and rarely use the monster.
