No Rita was not as bad as Katrina but..

..mostly because it hit less populated areas than Katrina did.

But towns were hit hard.

Almost anything can happen again...Galveston was destroyed by a hurricane 95 years ago, and rebuilt and still there. But then again, it's not below sea level. California gets hit by earthquakes constantly and yet they keep building.
