toilet paper, over or under?

mine goes over. Some people say they go under b/c they have cats, I have a cat, but he doesn't mess with the toilet paper any more. How does yours go?

I was too lazy to replace my toilet paper roll on the holder, I just leave it sitting on the back of the tank.
