Your cpu may be getting too hot. Make sure all the fans in your case are working. You could also have a short in your motherboard. Always check the simplest stuff first.

Since its a laptop, can it be the battery? Try swapping in a different battery. If you have it plugged into the wall, there could be a problem with the transformer in the power cable. I had one of these die on me. Try getting a different power cable.

It could still be a heat issue, because your cpu will get hotter when its working harder - like running a game. It has nothing to do with how long it is off for. Another factor is the environment you are in. Is your room very hot? If its a short, I don't know how to physically test it. You can determine its a short by process of elimination. If it is, you would need to bring it somewhere to get replaced. Are you still under warranty? Try calling tech support.

Only other thing I can think of is a faulty power supply. Might be too low on juice to supply your fan any more voltage to get it to go faster.

You might need something with more voltage.

Drive it like you hate it!

That can be so many things...I build computers and my advice (especially with a laptop) is to bring it to an authorized repair shop.
