Sweepstakes law ( like, ones that apply to raffles for Eibach springs ) is all f'ed up in Florida. Most people would rather not deal with the red tape in that state by simply disallowing Florida residents to participate:

Cliffs notes of the primary "roadblock"...

A sweepstakes must be registered for the sweepstakes to be valid in Florida. Additonally, a bond or trust must be posted for the value of the prize being offered. This law was made to prevent fraudulent sweepstakes where the prize actually offered may have a stark difference from the one originally stated in the sweepstakes.

I believe this is the same issue as in Rhode Island...

And, this is why our Zoom-Zoom moderator stands to go to jail unless he puts up a formal (and legal) raffle rules and regulations

But, not to worry - I doubt these things are strictly enforced. I mean, who would pay someone to hunt down unlawful sweepstakes? I suppose if you duped $10 M out of people, that'd be a different story.

Because of strict laws regarding sweepstakes Florida has been void in many contests. The laws are very detailed and too much to explain here.
It all came down to 'bad contests' that ripped off the elderly and so a blanket law now protects the good folks of Florida. Of course New York is the same just look at what Bloomberg is inacting now. Just have someone enter from another state and make a deal when you win.

Did you all look at the site to see the scion that they tricked out?

Most sweepstakes explicitly state that you cannot transfer the prize.

If you won this Protogé through some sort of deal - you'd have to pay the tax on the prize (based on the appraised value of the prize), and the "gift tax" incurred because this is an expensive item that the person in Florida and the person out of Florida are giving to each other...

Then - if you sold it to pay off the taxes incurred already, they'd tax that sale.

Moral: the government will win if they really want to.
